U3 is a technology that powers some new flash drives in the consumer market. Simply put, U3 enables developers to write portable versions of their applications that can be seamlessly used on a flash drive by users, without worrying about temporary files being left around on the host disk, etc. You can learn more about U3 at the official website http://u3.com/.
mIRC is technically compatible with U3. However, to be fully compatible and work with U3, mIRC needs to be packaged as a U3 compliant installer file that tells the launchpad how to manage mIRC.
You are right. mIRC is already usable on any non-U3 portable drive. You do not need U3 to run mIRC on a flash disk, and if you already know how to use the -portable switch in mIRC, you may continue to use it. U3 devices add an extra interface layer in order to make it easier for users with less computer experience to get the same results as running mIRC in portable mode while also adding some extra security and usability features.
Nothing really. The .exe file is the natural (and recommended) installer you are used to in the Windows environment. Optionally, U3 allows developers to package their applications as .u3p files which can be installed manually by the U3 powered flash drive (through the respective interface).
